As CRA Administrator, Russ Wagner
handles all aspects of the administration of the
Ocoee CRA.
Russ has worked for the City of Ocoee for a total of
twenty years. He is a graduate of Iowa State University
with a B.S. Degree in Urban Planning. He is a member of the American Institute of Certified Planners and is a
State Certified Building Contractor.
Russ has over 35 years of experience in city planning, redevelopment, site design, construction, and facilities
engineering working for a variety of public and private employers. He has been instrumental in planning and managing
the development of many significant City projects including Clarke Road, West Oaks Mall, West Oaks Library, Citrus Elementary,
Ocoee Middle School, Thornbrooke Elementary and Freedom Park, Ocoee High School and the Crown Point PUD, as well as formulating
the State Road 50 Activity Center, the City-wide Commercial and Industrial Development Regulations, the Civic Center and
Lakefront Master Plan, the N.W. Sector Plan, as well as rewrites to the City Comprehensive Plan, amendments to the Land
Development Code and updates to all City Impact Fee Studies and Ordinances.
